Deputy Prime Minister for Economic Affairs Dr. Koco Angjushev Minister of Economy Mr. Kreshnik Bektesi, attended the public hearing, at which the draft texts of the Regulation on renewable energy sources and the Decree on measures to support the production of electricity from renewable energy sources were presented, by-laws arising from the new Law on Energy.

Vice Prime Minister Angjushev emphasized that the by-laws that are being presented, are an obligation arising from the Energy Law, adopted in May 2018 year, and which unblock the processes of building production facilities from renewable energy sources, Especially for photovoltaic and wind power plants.

 

 

"The Rulebook introduces a new category of customer, that is, every household or company is given the opportunity to become a producer of electricity. Households or small businesses, they can install photovoltaic panels, and in this way, apart from using the electricity for their own needs, that is, they are consumers, they will also be able to become electricity producers. We expect great interest among households and businessmen, which will contribute to savings in households and more economical operation of companies, as well as greater installed capacity in the Republic of Macedonia", stressed Angjushev.

Through the Decree on the measures to support the production of electricity from renewable energy sources, it is defined that the photovoltaic and wind power plants to the greatest extent from the previous "Fidig" tariffs are moving to the so-called "Premium" tariffs.

"Until now, there was a limit for the construction of photovoltaic power plants with fidig tariffs, that is, subsidized prices, to built power from 18 megawatts. Once the limit has been reached, the construction of these power plants was stopped, for several years now, and we all know that the Republic of Macedonia is a country that has the conditions for the production of electricity from the sun. Through the adoption of the by-laws, this process is unblocked. The state will announce auctions, in which every interested investor will be able to participate, and one of the main criteria will be the lower offer for subsidies from the state. In order to develop the free electricity market, investors will sell the produced energy on the free market", emphasized Angjushev.

The Government of the Republic of Macedonia already has certain plots of state land, which will be urbanized and efforts will be made to enable connection to the power grid, and then in a transparent way it will be possible for all investors to apply for the construction of photovoltaic power plants on these plots. To satisfy the interest of all investors, auctions will also be announced for photovoltaic power plants with a power of 10 megawatts or more, but also for smaller plants with a power of 1, 2 or 3 megawatts.

"In this way we expect, in the next year or two, to build photovoltaics with an installed capacity of up to 200 megawatts, energy that is necessary for the Republic of Macedonia", underlined Angjushev.

Minister Bekteshi emphasized that the Government strongly supports the promotion of the use of renewable energy sources and the creation of conditions for greater involvement in the use of these sources..

 

 

"Based on the analysis of technical-technological conditions, the method of connection and the method of use and access to the electricity distribution system at this public hearing we offered a solution with which consumer households can produce electricity from renewable energy sources for their own consumption, and to hand over the surplus to the electricity distribution network. This gives an opportunity to the citizens, as well as companies, who are small consumers of electricity and budget users to install appropriate panels and produce electricity for their own needs", Bektesi said.

The proposal of the texts of the Rulebook and the Decree have been prepared by an expert group, in cooperation with the Cabinet of the Vice Prime Minister for Economic Affairs and the Ministry of Economy, and with the financial and technical support of USAID.
